First off, your initial problem was due to a defective cap, or one that wasn't rated high enough.
As far as building pressure, if you aren't, and you'r gauge isn't pegged, then the t-stat isn't closing.
You should have a 192 degree t-stat, and your upper hose should become firm withing 10 minutes of idling. When it becomes firm, it means that the t-stat has opened. If it never becomes firm, yet the temp gauge doesn't peg, then something is obstructing the t-stat from closing completely.
