Default Is this a sign of a worn cam lobe?

I heard noise coming from the valve cover, so I pulled the cover and the #1 rocker arm was VERY loose. The rocker nut was still tight and I can move the pushrod up and down under the rocker arm! It won't adjust any tighter.

The heads are '74 with positive stop rocker arms. Also, when I heard the noise, my oil pressure would drop to 0 at idle and only go as high as 40psi while crusing.
I started the engine with the valve cover off and watched all the rocker arms and #1 didn't seem to move hardly at all compared to the rest of them.
I'm not sure if it's the exhaust or intake valve though. (it's the very first rocker arm on passenger side towards the front of car)

I'm just wondering if it's time for a cam swap or not,
