Guys got a 1990 Eclipse -GF's Car..........she was driving it and it stalled kind of like when you run outta gas.

Tried to start it and it would seem like it was outta gas. This wasnt the case though. I put some gas in it and it wouldnt start. I took the cover off the timing belt and when I tried to start the car the belt wasnt moving, so I guessed this was the problem. I took it to a shop and they said my timing belt was busted and that my valves were broke from trying to start the car. They want $1700 bucks to fix the car, are these the correct symptoms for this problem ? and is that the right price ?

Probably.

When the timing belt broke the valves met the pistons and were bent in the process. Big repair job, obviously. Can't tell you about the accuracy of the quoted price but it sounds like you're getting a new (or remanufactured) cylinder head. Ask, and check around before committing to anything.

FYI: Change the timing belt every 60,000 miles. Bad things happen when they break.
