Camber/caster adj ? 89GT

Anyone help with camber/caster adj on an 89GT. On the top of the shock towers there is a plate with 3 bolts in it, the top of the shock protrudes through this plate. One bolt at the front of the shock tower and 2 bolts at the rear. The holes for the 2 bolts at the rear arn't holes but long slots which I quess is for adj of camber and caster. The mechanic here said he can't adj my camber and caster on this car, he said this without opening the bonnet?!!!( remember this is a 3rd world country here) so I just need some help, have I quessed correct or is there another way to adj camber and caster.
