Default too much air (fan problem)

this is kinda strange and I feel silly asking about it here but I have no idea.

So, the under hood noise started getting louder. Sounds like an industrial fan blowing alot of air. It is the cooling fan. The clutch was seized so I figured this was my problem so I replaced that and it is still doing it.

I have taken the fan off and ran the engine with all other accessories running and the noise goes away so definatly has something to do with the fan. The actual fan blades look good, no cracks, chips, nothing.

Why would it be making so much noise? At idle it's not too loud but anything over 2500 RPM and it sounds like I'm in a wind tunnel
