Talking It Passed Inspection!!!!

HEY! My 1966 Mustang passed inspection on Friday! It's LEGAL TO DRIVE!!!!!!

So here is my question.

While inspecting, the guy said he noticed when he started the engine the battery cable was smoking. He said my starter is drawing too much current, and needs replacement. does this sound like a possible problem for a car that's been sitting for a few years?
