Angry 5.0 won't rev past 3000??????

I have an intermittent problem that is sometimes when I lay on the gas my car feels like it is 5000 pounds heavier and it won't rev any higher that 3000 rpms. If you push the clutch in and romp it, it revs to 3000 then the tach drops off and the car makes a ticking noise. To stop this problem I just shut off the car then start it ten seconds later and my engine is back to normal, someone suggested that the ignition module is toasted but I have no clue, please help! Thanks

Possibably a clogged catilytic converter?

I'm thinking maybe module or something to due with engine firing...catalytic converter couldn't be that bad I don't think...might wanna check other ignition parts to see if coil or somethin in distrib is cracked or vacuum crack or somethin
