Default rev limiter?

well for my bronco 2 i am thinking about installing a rev limiter, i need something that i can stand on the throttle and it will hold it at 5000 or so and not cut off fuel or do anything crzy that is going to hurt the motor. is there such thing? the stock rev limiter just cuts out fuel does it not? which would cause me to run lean and possibly fawk up my motor. i need to be able to put my foot all the way down and it just sit at a set rpm.

its a 95 mustang efi 302 if that makes a diff?

if there is such thing, please let me know!
