Question Rust Behind The W/shield Washer Bag

HI GUYS

Got some rust behind the windshield washer bag. I cleaned it all up and now I got a some nice clean holes to fill-in with lead.

However, I have to take off the drivers side fender. In order to get at the repair I have to make. I'm having a hellva time getting that sucher off.

I took off the front bumper and I loosen the bolt at the door hinge. I loosen the top bolts in the engine well also and that fender is not moving, not even a little bit.

Any and all suggestions will be greatly appreciated.

I figure once I get that fender off I can grind-out the under coating and make the back side of the holes nice a clean down to the bare metal. Then go in and put a back-up piece of sheet metal and lead the front inside of the engine well where the holes are.

Unless, I'm doing something wrong on my approach to repairing these rust spot please tell me a better way of doing it.

I'm only familiar with my 68, but to remove my front fender you also have to remove a bunch of stuff on the front end. Been about 4 years since I put her all back together, but vaguely remember my headlight buckets being attached to the fender, plus the stone deflector also being attached. Have always dreaded if I had to remove the fender for some reason.

Its me again about removing the fender so I can get at those dam rust spots that are now clean holes. My engine is going to the auto machine shop, so the engine bay is empty.

I took off the bumper, loosen the top bolts on the fender, loosen a bolt from inside the driver's side.

No nothing is happening YET
I mean I pulled on that sucker and not even a inch give on it

What else am I not seeing to loosen to get that son of a gun off

im doing the same thing on my 67 I think you have to take the headlight housing off and aven after that i think there are a couple of screws under the fender

There is another screw/bolt on the bottom of the fender toward the door. On my 68 the fender's also attached to the front valance and the stone deflector. If it's just stuck, and never been removed, it may be the sealant has dried under it and basically glued it shut. I believe my assembly manual said Ford used a bead of black sealant under the fenders before they went on.

I just took my fender off today there is one in the door jam liek 6 or 7 on the top and two or three on the bottom
