Question 65 factory AC question

I am installing a fixed idler pulley on a 289 with factory air to stop the AC belt vibration. Now, the power steering belt rubs the new fixed pulley. What am I doing wrong and can you use the fixed pulley with power steering? Don

not sure, but I've never seen one on an older stang
