Default 67 Mustang Heater Problem

I have a problem with the fan motor, when you slide the control switch you get no response. I dropped the controls down out of the dash and tested with a volt meter. I get nothing, shouldn't I get 12 volts to one of the wires. Is there more than one fuse? Fuse under dash tests ok.
