Umm, I can honestly say I have never used a torque wrench on the front cover/pump.

The front cover bolts go into the block and I use a short rachet/socket. I have always tightened them just enough. Dry bolts only/or lock tight. Never any lube on any bolts.

The pump bolts to the ALUMINUM cover. I use a short box end wrench, as not to put too much on the bolt.

And use a criss cross pattern to tighten up, starting in the middle.

I dont know what level of maintenence you are at, so I hope this helps or maybeit wont.
