Question C-4 Transmission Slipping?

I think I have a C-4 automatic transmission in my 64 1/2 260. It doesn't shift after 35 mph in any stick setting. So when I'm doing 60 mph, the engine winds and that become my top speed. Is this normal for the transmission, or is the tranny slipping or fried? Please advise.

What are the shift indicator positions that you have on your shifter?

exm. park, reverse, nutral, drive, low
