Post Steering wheel has excessive play

Ok guys, my 88GT is becoming really cumbersome to drive. The steering wheel has maybe 15-20 degrees of play in it before it actually turns the wheels. I've been told the steering rag (the part that usually rubs on longtube headers..which I have) is wearing out.

The steering wheel is also cocked about 90 degrees to the left when the wheels are pointed straight...I'm pretty novice when it comes to front suspension setups....is there something I can easily adjust to fix this?
