Most of the time it's not shocks that cause this but there are sure alot of other items to consider. Usually if you get the front end up in the air and start looking at tie rod ends,ball joints,idler arm etc. you will find something. One thing that works good is getting a large pry bar and put it near some of these areas and see if you see movement.
