You might want to check your gear ratio, turn one of the rear tires that makes the drive shaft turn and count how many revolutions it takes for one complete turn of the wheel. If your gears are tall this might be all the speed you are going to get unless you beef up the engine.

You said that you have changed the water pump, have you had the car running with the radiator cap off you should see a flow when the thermostat opens. I know on my car my 2 row radiator would not keep up so I went with a 3 row.
