Default Power Steering problems in my 70 mach I

I'm just finishing up a 3 year restoration and having p.s. problems. At first, it would only work to one side (right), I reversed the smaller lines on the control valve which made the steering wheel go crazy, I then swapped them back. It worked for a few minutes and I went on to other repairs. NOw it's not working at all. When I turn the wheel to the left or right all of the way, fluid spurts out of the filler tube. (it's really a mess) All the lines and P.S. control valve are new, the P.S. pump is not but was working correctly when I dis-assembled the car 3 years ago. I do have another pump but it has not been cleaned and has a smaller pulley and don't want to change it unless I really need too.

Any suggestions?

Does the pump sound like it's working?? Can you see the fluid move at all??
Sounds like the valve is jamed in control unit if the pump is putting out pressure.

I removed the control valve last night, gosh what a mess, anyway, the parts store is exchanging it. I'm not sure that's the problem but I'm starting there. The new one will not be in for a couple of days.

The new p.s. control valve came in last night, the parts store did exchange it, I installed and and it works fine. So thanks for your help, it was a defective (NEW) control valve. Now I have a huge mess, fluid is everywhere!
