Those 10-holes are clear coated. You'll need to get some aircraft stripper (Pep Boys, Auto Zone paint/body section) to strip the clear coat. Then you can sand and paint. The auto stores also sell wheel paint, but I don't think that stuff will work on aluminum. In fact, I'm not sure what kind of paint WILL work on aluminum wheels. Maybe somebody else can advise you. Most folks I know of get them powdercoated (expensive), instead of painting.
I've seen black 10-holes, and they look sharp! Good luck.
