Big emissions questions?????

I am in the middle of building a Cobra replica car. I am using a 351w as the powerplant for my project. The engine is from a '77 thunderbird. When it is in the new car how will it be rated for emissions. Will it be based on the '77 emissions, or on the current qualifications. I also have the original smog pump that hooks into the heads I have been told I can plug off the heads and not use it. I have also been told that they go on when I say the engine was made. Does anyone know the REAL truth??? Any input would be a great help.thanx.

you might wnat to check where you live.. every place is different.. here, it needs to pass new emissions standards for new cars..
Best to call the local D.M.V...
