Question Problem, Bolt Removal

Have a problem. There are two bolts that hold the bumber supports onto the frame rail on each side of a 66 coupe. Three out of the four came out no problem. I think I have broken whatever that last bolt attaches to inside the frame rail and I can't get the bolt out. It spins rather free but it isn't going anywhere. First, should I just cut the bolt out? What is inside that frame rail that holds the threads for that bolt? Any suggestions would be appreciated.
