Default Carb gasket or restrictor plate?

I was wondering, for the rest of you with 2 barrel cars, under neath the carb, above what looks like another metal spacer or gasket, is the wooden peice just a plain gasket or is it a restrictor plate?

If it is a restrictor plate do you advise i take it off? i want as much air/fuel flow as possible, even with the 2 barrel carb and intake.

It will be a while before my new intake and 4 barrel so i might as well try to improve my cars performance right now with what it already has.
