It is an easy fix, but takes a while because you need to pull the timing cover. I guess you could check it by removing the fuel pump and peeking in there with a flashlight. Here is a link with a diagram of how it works (sorry it is a festiva site, it was the first diagram I could find)

Notice how the center of the eccentric is offset from the center of the cam.
Did you install an eccentric on the timing gear??
