Adding windsor heads to a 289-302 engine is a popular mod with even greater modification its easy to add cleavland heads and make it a boss 302. I'd rather go with the windsor heads though. they have 1.84 intake 1.54 exhaust valves compared to 1.78 intake and 1.48 exhaust on the 289-302 castings. Rebuilding heads isn't difficult just have the shop check them for cracks, clean, install hardenened seats, and valve guides. The rest you can do at home with a valve spring compressor. Valves, locks, retainers, and springs will run about $250. Then you'll also need a dowel set that fills the slack on the head bolts since 289-302 use 7/16 bolts and the windsors have 1/2. A set of those heads ported will flow the same as a bock stock edlebrock heads. But the edelbrocks can still be ported. If you do all the work yourself including oil, filter, coolant, gaskets, and the finished heads it should run about $600 bucks without porting. You might want to try home porting. I'd port them even if I didn't have an intake so when you do have it there is no need to remove them. -OR- you can have your heads machined for 1.94 intake and 1.6 exhaust valves then port them.
