Default valve adjustment question

Hi all,

new to the forum as was wondering if any of you could help. I have a 84 mustang with a 393 stroker I just purchased. It has a set of trick flow heads, solid lifter, roller (1.6 blue rockers). I know there are many ways of adjusting the valves, but is this right; start at #1 cylinder TDC combustion stroke both valves closed? Then work my way around the firing order? I have the valve lash specs from the cam info. The problem I am having is the #8 cylinder rockers are not drawing down far enough. I have also checked the rocker studs and they are in tight. Any help would be grateful.
