Default cylinder looking thing under dash????

I was trying to fiqure ground problems under my dash yesterday for the gauges and saw this cylinder that sit right next to the steering column and what is it. It is the wiper motor or something. If you are looking at the dash it sits to the right of the steering column and it also leaking fluid too.
