Question street legal ?

greetings all...

i am new to the world of classic cars but very interested. i am looking into purchasing a 1970 mustang mach 1 and slowly restore it. I am hoping to make this into a car that i use often, however i don't know if it is legal to drive or not (i was told it wasn't by friend of mine whos a mechanic). i know the previous owner has done alot to it, and i was wondering if there is any way to find out for sure if its street legal or not. I'm living in Virginia.
