Default Spring Installation for 66 Mustang

I have 1966 Mustang GT Fastback. I need advice on the best way to install the heavy duty spring which connects the brake pedal to the support bracket on the dash. I'm having trouble getting enough leverage to stretch the spring enough to attach it to this bracket. Is there a special tool or technique for doing this? Thanks.

I dont recall a spring in the brake system...
