When people refer to "street legal", it just means that the car is legal to drive on the street. It will need to be licensed and inspected. Most states require some kind of emissions test to get a sticker as well as safety considerations. That means of course that it has to have a horn, windshield wipers etc. Slicks are not DOT legal but drag radials are. So "street legal" means just what it says, legal to drive on the street.
