Post steering locked

I have a 66 289 with power steering. While turning the car the wheels locked to the left and will not unlock. Lifted both wheels off ground and still will not free itself. Power steering pump pully is turning and as far as I can tell still working. Does anyone have any idea what happened?

Power steering ram? Valve? Check to make sure nothing is visibly broke.
