Do you mean NMRA (National Mustang Racer's Association) or NHRA (Nation Hot Rod Assocciation)? Both can be gotten by joining the organizations. NHRA rulebooks can also be had through local speedshops and tracks for about $10. The NHRA rulebook can be ordered directly from NHRA without actually joining NHRA by going to their website (www.nhra.com). NMRA rulebook can only be gotten by joining the organization as far as I know, however, their rules are also listed online at www.nmraracing.com.
