Yes I have, BUT the street blowers made for the V-6's are low boost blowers. I am not saying that you can't pull the motor, strengthen it up, port the heads, get a cam, blah blahblah blah, and get a fast car, but what's the point? You say "look at the GN's and Supras" Well, they were built for power in the first place....not economy.
RKSport built a V-6 a few years ago with a 6 psi Vortech....it ran 14.5's@96-97....made about 280 hp.
Salen had a V-6 Sport car in 94 that they made like 2 of. It ran high 14's and made about 220 hp. But you could possibly get mid 13's with those cars with minor pulley and exhaust, gear upgrades.....but not 11's unless you go all out. But then it wouldn't be very streetable.
