I think your car's doing pretty good. The B303 and 1.7's is alot for the stock heads, like Sky said. Do the heads and intake and the power will go up huge. For now you may want to look into getting a chip burned for the B303 cam because this cam likes to run rich @idle so the computer may be having trouble compensating and leaning out the engine for the idle and keeping it too lean below 2000 causing the surge.
