Its really simple, B18C non Vtec block, ported heads and intake, fat cam, and a lot of boost makes em run 10's on the street. I saw a vid a few weeks ago where a hatchback beat a 10.8 second Viper on the freeway.
Problem is that the whole car becomes illegal. No CARB nubers on any of the parts and forget about smog...no smog means no vehicle license renewal. Smog Nazis suck.
