Post shocks

I got baout 36 horses and 400 ibs torque. 16 inch pony rims and some pretty soft tires. They are road tires but just slightly better treadware then the softest street tire. I think i have stock shocks and so forth thoguh so do you think i need to change my shocks as i get no traction whatsoever i just spin liek nuts. But i aslo want some decent handing. Please help. I was gonn aget some 3 way adjustable ones any ideas?
