Carfax for commercial vehicles?

All right, long story short.

My dad has a very ugly 1963, or 1967? GMC moving van. GMVW like 19,700lbs. It's a serious "eyesore", even though we've he's had it for like 15 years, he just started getting junk vehicle tickets on it.

He needs to have the pile hauled away, but he can't have it taken to a junkyard without a title. When he bought it, the guy didn't have the title to it, his buddy was borrowing the truck for his shoe business, which went under, bank got the title. Problem is we have no idea who the title is currently issued to. The cops (CEO') sshowed up today looking to get rid of the thing again, but like I told them, no can do. They were cool and issued another warning, but damn, that thing is ugly out front.

We need to know who this pile "technically" belongs to? Can car fax do a history, the cops database came up with "0".
