DPS Jurisdiction

Am I correct in thinking that the dps are limited to state and national highways and aren't supposed to be in town giving tickets. There is one sitting on campus clocking and giving people tickets here at my school and I was just wondering.

A good freind of mine who also happens to be a DPS trooper told me once that he is sworn to uphold the laws of the state of Texas. . . . and that includes any roadway in it, city or not.
Funny thing though, a sherrif's department (in Texas) can only have two officers assigned to traffic duty at any given time.
