Default Emissions Crap

I just got everything hooked up on a 306 I dropped into my 88 LX convt. and the car seems to be running like crap. It starts ok, but has a horrible sounding exhaust leak. The car idles well (considering it has an x-cam.), but the throttle response is lousy, and it wants to die anytime you rev the engine above 2000 rpm. In addition, the car doesn't want to go any higher than 3000-3500 rpm. I had some friends help me put the engine together, and my friend claims he found some bolts for the back of the emissions legal trick flow heads, but I can't fell them when i run by hand across the back of the cylinder head. If these bolts are not in the cylinder head, could it cause the problems with the engine and the exhaust leak. If anyone knows the thread and length of the bolts it would be appreciated. I have been told that the bolts can be purchased from ford but I'm not sure. Any help/suggestions would be greatly appreciated.
