I live in Missouri so I may be able to help out a bit. The only emissions test you have to pass here is a visual, which means they just look to see if you have cats. You can always just keep an H-pipe with cats to bolt on come inspection time. BTW, you can get a two year license here, so you won't have to get inspected every year. That means you will only have to put the cats on every other year.
But, I think there may be some extra emissions testing in St. Louis County (not 100% sure). I am not sure if that town you are talking about is in the county or not. Maybe someone else can help out as far as what the laws are in the county. I suppose even if Glencoe was in the county, you could always live right outside of it and drive in to work.
