There is no solution within the scope of the rules you posted. You can't use a cylinder or a sphere to make it work, either. You could probably use a torus, but then going into 3D would open up the possibility of saying that the phone lines are on poles and the water and power are underground.

If it can't be underground, then it can't be up in the air either. Basically, that was covered in the "lines can't cross each other clause". That contradicts the 3D explanation. The puzzle has no solution.

ARGHH, this reminds me too much of school, i'm in a math degree program for C&O. (which I'm not at right now, I'm working!!)

You have two strands of rope (not necessarily same length!) known to take 30 minutes EACH to burn completely. You need to measure 45 minutes of time, how do you do this given the two ropes, and a match? |
Was that ONE match? If so, fold rope A at a 90 degree angle, with the fold point being the very middle of that rope. Light it with the match. When it burns to the middle point, use it to ignite the second rope. When the second rope has finished burning, 45 minutes have passed.

Start one rope burning at both ends and then when it is almost out light one end of the remaining rope.
