If you have used Photoshop it's really easy. But you have to use another program to animate them. Photoshop comes with ImageReady which is great for animations. If you have a pirated copy of Photoshop and didn't get ImageReady then there are some free programs you can download. GIF Animator is a good one, but I'm not sure if it's still free.

The way I do it is I make each part of the picture on its own layer. If things appear in one frame of the image but not another it gets it's own layer. Items that appear throughout the animation that aren't animated all go on the same layer. Then I just turn the layers on and off to add and subtract them from the image for each frame.

For things that move I duplicate the layer and nudge the new layer over a bit. Say I have an oblect I want to move from one side of the frame to the other in 3 steps. If the distance the object needs to move is 50 pixels I duplicate the original layer then I nudge the new layer 25 pixels. Then I duplicate that layer. The third layer gets nudged another 25 pixels. Then import the image (or individual frames) into an animation program.

I had like five layers for the smoke, one for the car, and one for the text. It starts with a frame just showing the car layer. Then on the second frame I nudge the car over a tad and show the first smoke layer. On the third I nudge the car back, hide the first smoke layer and reveal the second smoke layer. And so on and so forth.
