I think it looked mean. The difference between rice and modified is a fine line called overkill/taste. I think well done neon on a nice car
can look good, as long as its not already gaudy, is done well, (i.e. you cant see "light bar reflections" off the pavement) and works with the overall design/color/theme of the car.

Besides, if the car has the balls to back up your panache, it GREATLY lessens the "rice effect"
