I can not find ANYTHING online about this ANYWHERE. I am going to contact my State Representative's office tomorrow and see if I can get any answers. Also, there is a great Mustang Performance shop in PA (CJ Pony Parts). I will call them too to see what they know.
The only thing that I have been told is that your car is required to have all emissions equipment on it and it is nothing more than a visual inspection. This info came from my local Ford shop manager. He also mentioned "you can't remove your cats but if you drill them out, they would have no way to know until they start doing smog checks."
