I'm guessing the lights are orangish in hue? If they are, you have sodium ion lights, and when they begin to cycle like that, it means they need replacement. It's running out of the positively charged sodium ions to power the lamp.

I would also complain to property management. It's called upkeep. Why put something in if you don't intend on them working?

Anyway, sorry to hear about your stuff getting ripped off. I wouldn't turn that into the insurance co. It'll just go on your policy as a claim and it could effect your rates. Not to mention since it's such a small amount, you'd be paying for them anyway. Insurance companies bite *** when it comes to auto insurance. Especially for younger guys like ourselves.
