![]() I propose a Z-License.
1) Driving class required. 2 parts. -----Written and road coarse 2) Cost (no less than $500. Not greater than $650). Must be renewed once every 5 years for same price as originally instated. Both parts (written and driving course must be fulfilled). 3) A special Z-License is issued to all who meet requirements to both parts of test. License limited to passenger cars, motorcycles, SUVs, and pickups only. a) License allows 100 mph speed limits in all states of the US on all interstates in areas: a-1) Where there are no construction sites on the roadways and only during daylight hours where there is no rain, sleet, snow, hail, or dense fog (in which you cannot see for more than 1000 ft). a-2) License allows 85 mph max speed after sunset where there are no construction sites on the roadways and where there is no rain, sleet, snow, hail, or dense fog (in which you cannot see for more than 1000 ft). a-3) Any and all other weather conditions fall under normal driving license restrictions. b) License allows 30 mph above speed limit in rural roads or hwys with regard to Sections a-1) and a-2). c) License allows speed contest on straight interstates, rural roads, and hwys only where there are no other vehicles present OR on straight rural roads or hwys where there are a minimum of 2 lanes and very little traffic and only during daylight hours 2 hrs after sunrise until 1 hr before sunset where there is no rain, sleet, snow, hail, or dense fog (in which you cannot see for more than 1500 ft). c-1) Speed contest is allowed on curvy 2-LANED (on each side of centerline) roads only if curves or changes in elevation do no limit visability to less than 500 ft. Speed cannot exceed 70 mph. c-2) Speed contests in which there is no visible traffic cannot exceed a distance of 3/4 mile and speed cannot exceed 140 mph. c-3) Speed contests in which there is visible traffic (but limited to conditions in Section c) ) cannot exceed a distance of 3/4 mile and speed cannot exceed 120 mph. c-4) Any flagrant acts such as crossing centerline, driving in opposite lanes, into oncoming traffic, cruising in excess of speeds stated in Section b), on curvy roads where visibilty distance is less than 500 ft around corners or passing beyond sideline is prohibited. Anyone found guilty of such act during a speed contest will immediately have Z-License revoked and taken away wherein it may be reinstated after 2 years (for crossing centerline) and 1 year (for crossing sideline) after completion of $500 course + safety course ($150). c-5) Any driver or passenger involved in any accident of any type cannot in any way press charges or sue the driver of any vehicle on the roadway during the time of the accident or any state, county, or city department or official. d) License prohibits speeding above posted speed limits in residential communities or inner city streets. If found guilty of doing so, depending on severity of the act: d-1) Low severity (over 10 mph over posted limit): first time, verbal warning and 1 point deducted from Z-License. d-2) 2nd time, revoke Z-License and fine of no less than that which is in accordance with normal driving penalties for that state or county. No reinstatement of Z-License for 1 year whereafter $500 class may be retaken. Also, added safety driving course ($150 fee) and full reinstatement, if both are passed. d-3) If driver is found guilty of d-2) in less than 6 months after reinstatement of Z-License, Z-License is revoked immediately and $250 fine regardless of normal driving penalties for that state or county. Reinstatement of Z-License not possible until a 3-years period has been exceeded in which the requirements of d-2) must be fulfilled. d-4) Anyone driver who owns a Z-License found guilty of fleeing and or evading law enforcement at any time for any reason OR leaving the scene of an accident in which the driver is directly or indirectly involved is subject to at least $1000 fine OR 2 days and nights in jail. e) ALL radar and laser jammers or detecters (whether active or passive) are fully prohibited for anyone carrying a Z-License in the vehicle which the owner drives (as stated in registration and insurance). f) Any Z-License owner convicted of using his or her vehicle in a felony act, directly or indirectly, will immediately and PERMANENTLY lose ANY chance for reinstatement and cannot ever own a Z-License again. Special Stipulations: All Z-license owners and operators are subject to 3 months Z-License suspension (which reverts to normal license during the suspension) for not carrying or being able to provide appropriate proof of registration, insurance, and/or identification (drivers license). All Z-license owners and operators must register with the Z-License card holders registration database and must display a special license plate (price no greater than $75) on the rear and a (1.5") decal displayed on front windshield. All Z-license owners and operators' vehicles must be in top driving conditions with working signals (such as in the FFW True Street class), brakes, tires (specifications that exceed max speed of 80 mph), etc. Any of the previous Special Stipulations not fully met may result in no less than 3 months suspension and not greater than 6 month suspension OR full revoke of license for 1 year.
