Best video capturing device

i shot a couple of good videos of my car blistering my already bald tires, im computer literate but never converted from tape to mpeg or real audio. Any advice would be great.

I use Win TV. You do need hardware for this, however. I don't know if that's the BEST, but seeing as you have no replies thus far, some advice is better than none, eh?
