Default Lawnmowers...does this happen to you?

Ok, this is a two part question.
First, how many of you have gottten the lawn mower out of the garage for the 1st time since last summer to cut the grass and only to find that after about 300 pulls it still won't start?
This happens to me every summer and the only solution I know is to buy a new mower every spring!!
I've checked the spark plug, air cleaner...everything!!
Second, what is wrong here? What do I need to do?
How many pulls on the string does it take everyone else here?
This old woman next door, who is about 60, got hers going right away!!
HELP..... I'm confused here about this whole thing!!
This mower is only a year old!!
