I think it's an Isetta.
Italian 'minicar' with a one cylinder 247cc motorbike engine. Manufactured between 1953 - 1964 (bought by BMW in the mid-1950's).
Some models had only three wheels, some had four.
The three-wheelers were bought to evade heavy Italian taxation and could be driven with a 'limited' license, as they were considered a motorbike, not a car.
Kind of a joke car and a real piece of junk, but an interesting piece of automotive history.
