Yes, that is how the ad frame is designed to work. It is supposed to update to change ads, however, it should not affect the content frame. WebTV has a problem however because even though it uses the IE engine for its web browser, it's altered and does not support frames correctly. It shows you the content of the frames but converts the site into a straight static page. Therefore, when the ad would update, so does the entire page.
For anyone wondering what WebTV looks like, go to the WebTV site (I think it's
http://www.webtv.net and download the WebTV software for the PC. Then view any of your favorite sites. Man, everthing on the web looks like crap with that thing. Ugh!
