Unhappy 1997 GT not wanting to run

Hello all.......I will go ahead and let you know that it is a friend's car and I hope I can get some help for him. This is the deal: The motor turns over and runs for a split second then dies. I told him to change Fuel filter and he did (checked to see if fuel pump was running also and it was). Still doing the same thing . It is getting spark so I am at a loss here (due to being a GM guy.. ). I think he might have some water in his tank from bad fuel.

What are your suggestions???

IAC, TPS, MAF ?????

possibly an ignition safety problem i did the same thing and i tottally spaced it off i was using spare key without the right chip in the key it would turn over run to idle then die. so hopefully he id doing the same mistake i did if not >??????
