Question 98' Crown Vic with problems, need help

I have a friend who recently got rid of his 89' GT conv. for a 98' Crown Vic with a performance package. It has a 4.6L in it but I'm not sure if it's exactly the same engine that's in the Mustang. Anyway, he's experiencing an excessive cranking problem upon start up. Any ideas on what's causing this? He's taken the car to 3 different dealers, the last one telling him it had something to do with the accelerator (yeah, thanks for the help pal!). There is also a problem with the front brakes. For some unkown reason, they begin to pull when it's wet out. Any ideas would be helpful. Thanks.
